I think it's pretty safe to say that- along with Cloud- Sephiroth is one of the more iconic characters in Final Fantasy or even gaming. The long hair, cool outfit, and ridiculously long sword, Sephiroth stands as a nice contrast with Cloud's style.
Sure, he had the same "End of the world" motivations as other villains. And sure, other baddies like Kefka might have managed to accomplish a whole hell of a lot more. But with that one little act that changed gaming forever, Sephiroth managed to secure himself as one of the top dogs in gaming villainy. Other villains might have had scope. Sephiroth made is personal.
